Comunicado da APRe! sobre o equilíbrio financeiro do Sistema da Segurança Social na sequência das investidas do relatório do Dr Jorge Bravo.

 

Comunicado

 

"A encomenda da Senhora Ministra sobre as contas da Segurança Social e o relatório do grupo de trabalho, ou como “antes de o ser já o era”

 

1. O país tem tomado conhecimento, já desde há alguns meses, das informações que vão sendo libertadas pelo Grupo de Trabalho presidido pelo Doutor Jorge Bravo acerca do equilíbrio financeiro do Sistema de Segurança Social. A mensagem que estes sectores querem fazer passar é recorrente: “o elevado superavit difundido pelos OCS com base em informações oficiais não é o que parece e, na realidade, está em risco a solidez das contas da Segurança Social e do seu Fundo de Estabilização Financeira, caso não se tomem as medidas adequadas.” 

 

“Segundo os dados do Ministério do Trabalho, Solidariedade e Segurança Social (MTSSS), solicitados pelo Expresso, o fundo valia €48,73 mil milhões no final de julho, mais €6,8 mil milhões do que no fecho de 2025.” (Sónia M. Lourenço, Expresso, 14/08/2026). Este valor equivale a mais de dois anos de pagamento das pensões aos pensionistas da Segurança Social.

 

2. Ao lado do Sistema de Segurança Social, para o qual contribuem trabalhadores e empresas e que, neste momento, inclui todas as pessoas que trabalham quer no sector privado quer na administração pública, estes últimos desde 1 de janeiro de 2006, mantém-se o Sistema da Caixa Geral de Aposentações para quem foi admitido até àquela data. Assim se lê no Portal do Governo [gov.pt]: “A Caixa Geral de Aposentações (CGA) é uma instituição de previdência que tem a seu cargo a gestão do regime de segurança social dos funcionários públicos e trabalhadores equiparados admitidos até 2005-12-31 em matéria de pensões de aposentação, de reforma, de sobrevivência e de outras de natureza especial, designadamente pensões de preço de sangue e pensões por serviços excecionais e relevantes prestados ao país. 

 

Os subscritores da CGA são funcionários públicos e agentes administrativos (civis e militares) da Administração Pública Central, Local e Regional, professores do ensino particular e cooperativo e trabalhadores de algumas empresas públicas e sociedades anónimas de capitais públicos.”. Segundo a Pordata, este subsistema fechado tinha, em 2025, 350 419 subscritores. De acordo com esta mesma fonte, em 2025, a percentagem de pensionistas da Segurança Social e da Caixa Geral de Aposentações relativamente à população activa era, respetivamente, 38,6% e 8,9%.

 

3. A CGA foi criada em 1929 e começou a funcionar em 1 de maio desse ano. Teve várias alterações de abrangência e de funcionamento, regendo-se atualmente pelo Decreto-lei n.º 131/2012, de 25 de junho, estando, agora sob a tutela do MTSSS (anteriormente estava sob tutela do Ministério das Finanças). A diferença essencial entre estes dois subsistemas é que, enquanto na Segurança Social, tanto as entidades patronais como os trabalhadores descontavam e descontam uma percentagem estabelecida para alimentar o subsistema, na CGA, os descontos eram e são exclusivamente dos trabalhadores, assumindo o Estado, através dos seus orçamentos anuais, os encargos com as pensões dos seus subscritores. 

 

É de lembrar que, nos últimos anos, os fundos de pensões da PT, CGD e INE foram integrados na CGA, que ficou com a responsabilidade do pagamento destas pensões.

  

4. Ora, o que está em causa, neste momento, é se o MTSSS e o Governo têm legitimidade para fundir os dois subsistemas, transferindo as responsabilidades de pagamento das pensões de reforma dos subscritores da CGA para a Segurança Social, aliviando, assim, os Orçamentos de Estado duma despesa que só a ele compete e sobrecarregando o Orçamento da Segurança Social, para o qual não contribuiu diretamente. 

 

Se a intenção governamental é mesmo esta e se, para a sua legitimação, se socorreu deste Grupo de Trabalho, então, em nome da justiça e da transparência das contas públicas, a APRe! só pode estar contra. O Conselho de Finanças Públicas, no seu relatório “EVOLUÇÃO ORÇAMENTAL DA SEGURANÇA SOCIAL E DA CGA EM 2025”, de 28 de Maio de 2026, apresenta dados fundamentais para se analisar este tema.

 

5. Pelo exposto, a APRe! recusa em absoluto a confusão (propositada?) que alguns governantes e outras figuras públicas têm vindo a divulgar sobre o hipotético desequilíbrio financeiro da Segurança Social, tendo em conta a absorção por este sistema – construído com as contribuições, ao longo dos anos, dos trabalhadores e das empresas – da Caixa Geral de Aposentações (CGA), criada para os funcionários públicos, com as contribuições destes, mas sem as correspondentes transferências da parte do Estado, durante dezenas de anos, como entidade patronal. 

 

Sabendo que a CGA não recebe mais beneficiários, não é legítimo fazer deliberadamente esta junção/fusão/confusão de sistemas e entidades que são efectivamente desiguais entre si na sua história, no seu percurso institucional e na sua sustentação financeira. Parece-nos evidente que cabe ao Estado assumir as suas responsabilidades financeiras através do OE perante a CGA, devendo, pelas razões apontadas, esta manter-se separada do sistema de Segurança Social. 

 

A sustentabilidade das pensões não pode ser ameaçada pela transferência silenciosa de responsabilidades do Estado para os contribuintes da Segurança Social. Defender o sistema público exige rigor nas contas, mas também honestidade política sobre a origem dos encargos e sobre os efeitos sociais das reformas propostas.

A massive counter-protest is already expected.

The trouble with Cambridge’s education faculty goes all the way to the top

 

Professor Hilary Cremin, the head of Cambridge University’s education faculty, is best known as the woman who fawned over her new hire, Jason Arday, as “the best in the world.” Now here is further evidence that Cremin, and the department she runs, have completely lost their faculties. Cam, the university’s alumni magazine, runs a regular feature entitled “This idea must die.” Last month, in a bizarre, stream-of-consciousness contribution to that slot, Professor Cremin nominated for death….the school system.

School “has become so much part of our collective psyche that it’s difficult to suggest another way.” Instead, says the professor, we must “rewild” education, “learning in and through nature,” in an “ecosystem of learning opportunities.”

Primary education should still be universal, thinks Cremin, but “from age 12, young people would engage with a mentor on a weekly basis to map out their own learning journey…I’d want education to be happening in science laboratories and art galleries and care homes and startup businesses and farms, while teachers could support students to build up an e-portfolio evidencing their real-world achievements…AI would be used to develop advanced skills and knowledge in ways that are bespoke for every young person.”

The piece draws on a longer book, Rewilding Education, published last year, in which Cremin condemns the “fundamental flaws” of modernity and rails that education is “complicit” in “the worst excesses of…enlightenment thinking.”

As The Spectator revealed last week, Cremin also employs Farah Ahmed, a former activist in the now banned terror group Hizb ut-Tahrir who wrote a chapter for a pamphlet published in 2002 in which she called Western education a “threat” to Muslim children and suggested that Muslims should not be taught science, since they will be “exposed to ideas that contradict Islam.” (In 2010, Ahmed distanced herself from the group, saying that she had not been a member for a few years and did not agree with all of its views as a political organisation).

I’d thought Ahmed’s being given an assistant professorship by the education faculty was simply the usual liberal stupidity. Cheap jokes about replacing one letter of Cremin’s surname sprang to mind. But Professor Cremin’s jeremiads against modernity and the Enlightenment, and her wish to dismantle the school system and send children out into the fields, make me wonder if she isn’t quite as foolish as she looks – if she has another purpose in handing out posts to people who have previously promoted a medieval interpretation of Islam.

Against that, for a department head at one of the world’s top universities, Cremin’s argument in favour of her brave new world is very poorly made. There are no facts, no citations, no attempt to make comparisons – presumably because these are the sort of Enlightenment practices we don’t like at Cambridge any more. As Amanda Spielman, the former head of Ofsted, puts it on X, the piece is “mindblowingly bad.”

The Camp of the Saints (1973) is a controversial French dystopian novel by Jean Raspail that portrays the collapse of Western civilization under the weight of mass migration from the Global South. The narrative follows a fleet of starving migrants, termed the "people of the Ganges," whose arrival in France causes the state and military to break down, resulting in the surrender of Western cultural and political systems. The book is widely condemned as a xenophobic, racist, white supremacist narrative, yet it holds a prominent place in far-right discourse and the "Great Replacement" theory, often cited by figures in France and the US.

A more recent point of view - this time about the about the muslim invasion of Europe - is from Michel Houellebecq on 26 February 1956) He is a French author of novels, poems, and essays, as well as an occasional actor, filmmaker, and singer. His first book was a biographical essay on the horror writer H. P. Lovecraft. Houellebecq published his first novel Whatever in 1994 and his second, Atomised, in 1998, to international fame as well as controversy. He has published several books of poetry, including The Art of Struggle in 1996.

An offhand remark about Islam during a publicity tour for his 2001 novel Platform led to Houellebecq being taken to court for inciting racial hatred. He was eventually cleared of all charges. He subsequently moved to Ireland for several years, before moving back to France. In 2010, he published The Map and the Territory, which won the prestigious Prix Goncourt. In 2015, his novel Submission sparked controversy for its depiction of Islam and was accused of plagiarism in a lawsuit later deemed inadmissible. Annihilation was published in 2022. He was described in 2015 as "France's biggest literary export and, some say, greatest living writer" and called himself "probably islamophobic".
