Hussam Ayloush has been the Executive Director of CAIR-Los Angeles since 1998 and CEO of CAIR-California. He runs the largest CAIR chapter in the country, with 775 staff across five California offices. He gave this speech publicly, at a CAIR fundraiser, and his plan is worth hearing in full.
His stated objective:

The strategic endgame, also in his own words:

What Ayloush is building: the Muslim Community Action Network (MCAM) to 𝐭𝐫𝐚𝐢𝐧 𝐚𝐜𝐭𝐢𝐯𝐢𝐬𝐭𝐬 𝐚𝐬 𝐜𝐨𝐦𝐦𝐮𝐧𝐢𝐭𝐲 𝐨𝐫𝐠𝐚𝐧𝐢𝐳𝐞𝐫𝐬 at every mosque, coordinating candidate forums and legislative advocacy statewide. A formal endowment—a 𝘸𝘢𝘲𝘧—to permanently fund CAIR-California for future generations. New state and local government grants layered on top of the existing taxpayer-funded infrastructure.
That taxpayer-funded infrastructure is now under congressional scrutiny. Rep. Chip Roy (R-TX) sent a formal letter to HHS Secretary RFK Jr. in April 2026, 𝐝𝐞𝐦𝐚𝐧𝐝𝐢𝐧𝐠 𝐇𝐇𝐒 𝐬𝐮𝐬𝐩𝐞𝐧𝐝 𝐚𝐥𝐥 𝐟𝐞𝐝𝐞𝐫𝐚𝐥 𝐟𝐮𝐧𝐝𝐢𝐧𝐠 𝐭𝐨 𝐂𝐀𝐈𝐑 𝐚𝐧𝐝 𝐥𝐚𝐮𝐧𝐜𝐡 𝐝𝐞𝐛𝐚𝐫𝐦𝐞𝐧𝐭 𝐩𝐫𝐨𝐜𝐞𝐞𝐝𝐢𝐧𝐠𝐬, citing CAIR’s designation as an unindicted co-conspirator in the Holy Land Foundation case—the largest H∗m∗s-financing prosecution in U.S. history. Roy’s review identified more than $15 million in federal sub-grants flowing through the California Department of Social Services to CAIR-California for Afghan resettlement work, including $7.2 million potentially redirected in violation of grant terms.
